Rattle noise on deceleration

Help please! Searched this forum with no luck. Bought the truck new and at 13,000 miles (26k now) I started to hear a mechanical rattle coming from under the hood while off the gas coasting from 45mph down to about 28mph. Doesn't matter if exhaust brake is on or manually down shifting with shifter but stops when i get back on the gas. It will rattle in 3 second intervals spaced about 2 seconds apart and then stop at 28 or so mph. Doesn't do it all the time and dealer can't (didn't spend enough time or care enough) reproduce it even though they can hear it in the videos I gave them and agree it is not normal. They said they replaced the turbo due to a bad acutuator (visit 1) but that did not fix it. They are now blaming my led light bar (visit 2) on the noise stating it rattles on the bumper even though I just installed it a month ago with this rattle with me for about 4 months now. I am coming from a 2005 cumming so I am not new to cummins but need some input on what to do. You can hear the rattle mostly around the 25 to 28 mph speed. https://youtu.be/aYtPyOLoPK0

Bump! Update: Removed the light bar, truck is 100% stock and FCA told me to go to a different dealer. Rattle noise stops when I shift into neutral with the shifter (automatic transmission). Now at idle rpm's will jump just under 100rpm's every 5 seconds and while in high idle mode there is a slight hiccup in the engine and it's not the clutch engaging. Last visit 3 weeks ago (2nd visit for this issue at dealer #2) I test drove my truck at dealership # 2 with service dir. and diesel tech and was able to reproduce the rattle then drove another truck leftover one which did not make same noise. They sent out a Chrysler engineer out to the dealership 2 days ago and they found a comparable truck and compared it to mine and this morning they want me to meet with service director, tech and Chrysler engineer this morning to listen to what they came up with. Service advisor told me they couldn't find out what is causing the noise when he called me yesterday to schedule my appointment to come in today. To date the truck has been in the shop for this at least 4 times and well over 30 days worth, currently has 34000 mi (1st visit for this issue was around 17000 mi), dealership #1 replaced the turbo and current dealership replaced the throttle body assembly (?) which didn't fix the noise). They have the video that displays the engine noise/rattle that I have been addressing with them and Chrysler (FCA level 2) months ago has already offered to compensate me by paying my monthly truck payment for my trouble at the end of all this and I am probably 3 months into this now. What is my move here when I go in this morning to listen to them. I am not wanting to list my options online in the event they are reading my thread but just want my truck returned to me the was it was when I purchased it without the engine rattle. My 2015 does this.

Decelerate to a stop, rattle every 2 seconds or so, evenly paced until truck stopped.

My concern turned to acceptance and moved on to more pressing matters, then forgot about it until now.

Yesterday the dealer's technician states that on deceleration the ecu is running a high pressure fuel system "leak test" and the noise is from this test. Even though my truck produces this noise and it is pretty loud, the 2 other (one new) trucks did not produce any noise under the same parameters. They are telling me that it is as per design. I asked them to tell me the exact component that is responsible for the abnormal noise in this situation and they do not know??? How can this be as per design?

Are all your software packages up to date?

Recalls, ecu flash updates, etc?

When I have my exhaust brake on I’ll get a rattle in 2 second intervals that last for about a second and a half each time. It’ll do this decelerating from about 50-20 with exhaust brake on. I just figured its because diesels are inherently noisy and with over 500 psi of compression each time the valves are closed that it’s bound to have a little rattle when there’s no fuel being blasted into the cylinder. You have highest crank case pressure under decel, which can cause some racket in an engine of such tremendous forces.

Well mine started doing it at 17-19,000 miles and I bought it brand new. My 05 with 200k didn't do this.
