Top pully on front of engine

Hey there ! I noticed a slight kind of weird noise from the engine bay but nothing I could see or hear. Just started poking around and notice my belt is wearing just a little different on the inside of it / engine side. Nothing fraying just different dirt pattern. Also noticed that top most pully/ spindle where the belt goes over it has an oily residue on it. NO other oil anywhere. Looks like it starts from there. Not much but it’s oily about half way across. I can’t get a good picture. Engine is spotless otherwise. Any ideas ? When do belts usually need to be replaced ??? Thanks.

After some more investigation....... it’s coming from my steering column. Sounds like a wind tunnel that if I move the steering wheel side to side a little I can make the noise stop. Power steering fluid level is good.
