07 dodge 3/4 ton a/c issues

Im trying to test to see if compressor or clutch is bad. I read 6.6 volt going to power plug to compressor wheather a/c botton on dash os pushed or not. Applied 12 volts to plug and nothing. Trying to narrow down issue. Clutch? Compressor? Ecm?
