Question on flanging rear wheel well for patch panel

I will be welding on new rear wheel well patch panels. I’m going to use a flange tool to assure its flush and fits nice. Should I flange the actual body of the truck and sit the new wheel well in the front or should I flange the new wheel well and sit it behind the body of the truck?

Yes that what I would do.

2003 5.9 3500 drw 6 speed , straight pipe , cai. smarty S06, cts insight
