line pressure ?

I know another issue or question about the transmission! Okay line pressure, is it supposed to be at a constant pressure reading? According to my CTS gage the pressure fluctuates rapidly from what I can see is 50 ish lowest to around 190 ish. highest pounds , meaning I can't read it's exact lowest to it's highest while the truck is warming up in Park. When in gear and driving it's just over 200 ish but still fluctuates around. The valve body was reworked, gasket install,and also have TCM tuning done, what I noticed is that the trans. hits hard when put into gear one day and the next it's gentle(normal) not consistent. The trans. has had a history of locking up into forward or reverse when cold, never in the summer nor at operating temps. Is the line pressure an indication of pump problems or torque problems? Or something else in there?
