po 216 and power lose

Hi I'm new to this site hope this is the right area to be asking this question.
I have 99 dodge. When i"m pulling my camper I will occasionaly loose power about 2800 rpm and 60-65 mph this is while passing or steep grade. I let the engine go to idle them the power is back. It never does this when I'm not pulling the camper.the code I get is PO216 Injection timing failure. I have replaced the transfer pump with dodges update to move it to the tank ,and fuel filter. I still have the same problem . Is my injector pump bad even though it has never stopped running . Just a lose of power. Thanks for any help
