Sounds like vacuum leak under dash

When I let off the brake pedal and/or turn the steering wheel I hear a loud hissing sound like an air leak under the driver side dash. Anyone ever experienced this?

Yeah, My Dad's 2003 Dodge 2500 6 spd has the same issue, but only when the steering wheel is turned.

Sounds like there is escaping air or something.
