How much is too much

I talked to local dealers service manager about getting my truck flashed for the high idle/3 cylinder idle, he looked at me like I was retarded and said he never heard of it. He said if I got him the TSB # that he could look it up and be sure of what he was flashing onto my computer. I got him the TSB# and he said that it doesnt exist, and if he doesnt have it on his computer no other dealer would have it either. So I called dealer #2 he told me a 1998 didnt come with a 24 valve motor but he'd look up the number anyhow. Long story short he found it and learned that 24valves did come in 98's. He said he would need an hour to do it and cost $72+tax. Is that a fair price for this or should I continue onto dealer #3.

This high idle feature is automatic during initial start up in very cold weather. It is not selectible as in the 3rd gens with the cruise switches.

While my truck was in for oil change, my dealer (which appears to be much better than most) did it for free along with a few other flash changes.

Is there anyway to set it up like the 03's(I think) to where you can control it through your cruise control?
