1 1/8" six point socket is needed. I'm assuming you know where your factory fuel filter is on top of the engine? I'm also assuming that the '99 is the same as my '02? Just open up the cap. Remove the old filter and be sure to remove the old O-ring. Install new filter, new O-ring, hand tighten cap then give it a 1/4 turn tighter with the ratchet. Turn the ignition ON. Then "bump" the starter. By bump I mean just touch the ignition switch to START then let it quickly fall back to ON. This will run the lift pump for 30 seconds. You should be able to hear it. Once thats done, start it up. If your lift pump is functional, the truck should fire right up. Once running, check around the fuel filter cap for leaks. If there are leaks, tighten a little more.
That's the quick and dirty roadside filter change version.

Yeah, that's the same. You can use a 1/2" drive, too, but the socket is way better. If you don't have the 1/2" drive port, you may have an aftermarket top because the 1/2" drive broke your old one! My local Napa has new tops on a rack! Some air will run through. It will run like dogsnot till it passes and you may have to crank a bit, but it's not too big a deal.

make sure you have plenty of fuel in the tank and by that i mean atleast half a tank. and on mine i tried the bump the started deal but it didnt work out so well for me then i tried wrapping a ragg around my compresser hose and sticking that down into the tank that didnt work so i ended up haveing to crack open the return line and do the air in the tank as well as bump the starter to get that thing to pick up the fuel then it was game on
