Yes that is rust on the mesh around the filter. Even black on the inside.

Know the feeling. Just replaced my stock one with a BHAF. Was cleaning out the closet last week and threw it away....

10000k on afe stage 2 air filter...it's the blue one. they say an air filter gains efficiency the dirtier it gets but this is the result of it being -22*f out for the last two weeks and lots of gravel

WOW! I NEVER let my filters get that bad. *gulp* glad my used cummins was a 1 owner and i know the previous owner (he's wayyyy picky!)
