The guy who does my state inspections tells me that the turbo is considered a muffler, and that straight pipes from the turbo back are fine. He's been inpsecting my truck with a 5" straight pipe for a couple of years now..

There have been known citations in PA, so there must be laws about this. It really just boils to how it's interpreted. Most are still old-school and say a turbo is a muffler (which is fine by me!), others seem to try to be a stickler and won't pass a straight-piped truck for inspection.. which in turn, would hopefully result in a sale for that business.

Then you got the Harley Davidson guys running drag pipes.. that is always a valid argument when this comes about too.

But somewhere, there is a law that says "a muffler must be present on the exhaust system". DOT's been cracking down on truckers too when running straight pipes the past few years. Rest assured, they do make some mighty small mufflers that will fit on a stack setup between the t-case and the elbow going up to the bed.

For stacks, there's also a technicality somewhere that calls for heat shields (and again, same with the truckers). A lot of discretion gets put into this also when the authorities are snooping around on your truck looking for violations. I think a single stack (not right tight to the bedside, typical "business stack".. straight up from inside of the frame rail) should be plenty safe.. Nobody's going to accidently reach in like 1 foot and get burned on a stack like that..

When I was doing my stacks, and wanted to eliminate the cat, I asked my buddy who I went to school with, who owns an inspection station. We worked on each others race cars, went partying together, etc., and he let me look at the book that they're "supposed" to follow when inspecting vehicles.
Basically, the system must be "as equipped from factory". Meaning if it came with a cat, it must retain the cat. BUT, that only holds up to 8001 lbs, registration. So I upped the reg, and dumped the cat.
For the rest of the exhaust, theirs a decibal number that it must not exceed, (the turbo usually allows it to meet this req) it must exit BEHIND the passenger compartment, and it must not leak fumes. There may be more, this was 2 years ago and I was mostly looking for what was pertinent to my truck.

From what i've read the exhaust must exit behind the cab either upwards or to the rear (side exit Ok at factory location) and must have some type of muffler in place. Doesn't say how much "muffling" it has to provide - i'm not sure if the turbo counts or not - good possibility as there are other states like that (Texas i think...) Typical stacks or aftermarket exhausts shouldn't cause you any trouble unless your being really obnoxious. Good luck getting away with a hood stack on the street though...
