my suggestion would be to start a poll and have a start and end date on it for postions.

allow all pa persons to vote. not sure how to make sure that only pa ppl are voting but anyway, something along those lines.

Yeah, the polls aren't very advanced on that level, make it public and adjust the nembers as they need, or make it private and see what shakes loose.
