Fuel Boss Problem

I have a 2001 Dodge cummins running a Fuel Boss Mechanical Lift Pump. The problem is that when the truck is idling the fuel pressure tanks and the trucks starts to chug, but when I increase the RPM's the pressure comes up. Driving it the fuel pressure stays around 15psi.

I dont think its the pump the only thing i can think of is that a pressure check valve after the pump is stuck open so that at idle pressure cant build up.

What do you think could be the problem?

Sounds like the bypass may have a small piece of debris hanging it open. Pull the bypass, disassemble, clean and reinstall.
