the 4.3k is the brightest but the 6k is not far behind and the ebay 6k are actually closer to 5k and to me is a clearer light. the 4.3k has more yellow in it. one word of caution, the way you are trying to do it is not legal and blinds the other drivers and they are starting to fine heavy for it. another way to help with budget shortfall. you really need to go to a projector lens. go to hidplanet.com for ideas

I have 5000k and its pure white and its great, but in the snow the 8000k is better, it allows you see everything bc snow doesnt absorb the light, but at the same time 8000k is horrible as soon as roads get wet.

+1....good luck getting anyone to understand your point about the projectors though. I haven't spent any time on hidplanet lately although I think that 4300 to 5 is the whitest and also the brightest. Anything less is yellow and anything more such as 6k starts to have a blue tint to it, but 6k is still pretty darn bright. I like the 10 and 12k's violet tint but they just aren't very bright.

A retrofit is the best idea, Even the projector lens you buy on ebay scatter it a good bit.

a retrofit is where you buy projectors out of a vehicle that came with factory HID's and custom fit those into your original housings. that gives the best light dispersion, cutoff, etc.
it's pretty expensive and time consuming though.
i'll be doing one to my Lexus this winter since it will be parked, but normally, i just put the ebay plug and play kits in and let it go. it's still 10 x better than any other kind of bulb. \
just make sure you reaim your headlights when you're done.
i've never had a problem with glare, with probably 10 different cars and sets of HID's. only one car did, a WRX.

if you go with projectors housings off ebay, get the H1 hid kit, not the 9004 like the stock housings would need.
the cutoff is pretty decent, but the dispersion could be better. again, it's still light years better than stock.

oh, 4300k is definitley brightest on the road in terms of output. i've had 5000k which si good nad even 6000k is pretty damn good. anything higher i haven't been too happy with.
