2010 Diesel Smog Inspection for 1998 and up/under 14,500 GVW Trucks
Hear is the latest updates from the California BAR.
Hear is what they are testing for:
-Visual Inspection of Smog Components
-OBD II Check with scan tool, "three monitors must run to completion"
-Visual Smoke Check, "most likely at idle and 2500 RPM"
-Probably EVAP (Fuel Cap) Test
Much of the confusion on GVW has come form the DMV's website, but the BAR website is more accurate as they provide the update training for the smog techs and distribute licences and so on. Slide 6 of the above BAR powerpoint presentation for the Smog techs says 14,500 and under GVW will be tested? The DMV website below is wrong in stating less than 8501 lbs:
Colorado is said to be doing the same thing along with other Green states like NY and so on. Just look at the retrofitting for the Big Rigs! Every state that currently smogs gas cars will eventually smog Diesels. It looks like I need to move to Hawaii or Montana

I called Jerry from the BAR in Fresno CA and he said the BAR information is more up to date than the DMV info. Anything over 14,500 GVW or older than 1998 is considered HD and thus will not need to be tested. He said they are working on some tail pipe parameters, but it is unlikely the test will up until 2011, but they are hoping for 2010.

I wonder what they are going to do regarding the first half of 1998 Cummins, as they are mechanical and do not have an ECM/PCM? I might just have to enter N/A for that part of the test.
Be sure and keep you old Cat's, intakes, exhaust manifolds and the like as any aftermarket part without a CARB sticker results in automatic failure! Even a FASS pump results in failure due to the visual check, as I do not think they are CARB certified. If you have an Air Dog do not worry as they are CARB certified

I guess its time for me to move out of the Ghetto West Coast and go to somewhere in Canada. I hate all this Emission crap that we are going to have to deal with. Its going to be a lot of labor taking off the parts and putting the stock back on. Then after the inspection, putting the parts back on. That equals a lot of $$$$$ going to use there.
How often are we going to have to smog our trucks?Is it identical to cars?Where they put them on a roller.

When you say Visual, do you mean what they can see? Cause I have a Glacier system and 2 Micron Pump hidden on the inside of the frame on the drivers side.
They haven't stated yet, but I assume it would be the same as cars. Every two years in basic areas or every year on a dyno in Enhanced areas like the Bay Area.
Visual is just a visual inspection where the technician looks under the vehicle for the cat, muffler and under the hood for the EGR and all stock emission components. If anything is added to any emission related part and is not CARB approved you fail the test, even if the tail pipe numbers are good. Emission related parts cover the following:
Computers
Fuel System
Air Intake System
Majority of the Exhaust (not the tip or muffler)
Any internal Mechanical Parts that relate to combustion efficiency ( They will not pull off the valve cover, but if it smokes more due to internal parts it will fail )

Currently in Ca. you don't need to smog your new car until the fifth year of ownership. I wonder if my '07 will be exempt until 2011-2012? I've been feeling this coming,so mine is essentially stock. All you out of state guys,get ready to sell us your stock parts for a premium. Boy,its getting tough here! We currently don't have lift laws like a few states. I can see laws next prohibiting lift kits and oversized tires because they cut into fuel economy and enlarge our "carbon footprint". Jeeez!

I was thinking that might be the key. Buy a new truck and trick it out for the first 5 years and then sell it, but with a change of ownership it is the responsibility of the owner to SMOG the vehicle for the sale to be valid. That means you have to take off all the good stuff and install all the old
