fass was at 16psi now at 13 psi and noisy

ive changed the filters 4 times thus far. i am now running the baldwin 372-mpg. the pump lately has been loud and low on pressure. i did have to replace the relay because the terminal were corroded. over the past year of service the fuel pressure has diminished from 16-17psi to the current 13psi, and the pump has been noticeably louder. what can i do to regain the 16 psi and silence the pump? the pump now sounds very lethargic when it runs... what is needed to remedy the situation ?
