You can't they are sealed around the edge to help prevent moisture getting into the light and discoloring the plastic. The black ones are from the 06 Night Runner. They have that amber reflector in the bottom just like in a regular 06 head light.

I have heard of some of the ford guys putting theirs in the oven at like 240 degrees for a few min's to heat up the glue and then pulling them apart while its hot. You can then paint them and silicone em back up maybe.

Check this out for refrence. Dodges may be different?

a lot of folks have done it to their 2nd and 3rd gen Dodges. I tried to do mine on my 06 but didnt work too good cuz there is a lip around 2 of the edges wich makes it hard to seperate the clear cover. So I gave up and decided to just buy black ones when I got extra $. Not sure if the 07 and up are made differant and easier to seperate or not though.

thats what i was thinking to just heat it up and separate it then silicone it back together. has anyone on here done it and if so does anyone have pics of it done. i think the black ones would look good but if they were color matched they would look better.
