New here blows fuse and dies

Looking for a little help. I dont usually work on these but I have a guy broke down traveling through. I just bought this in MO on his way back to MI. He says it would start blowing fuse every ten miles. I guy at the gas station sent him to me. 99 2wd cab and a half dually. When running it sounds real good. Odometer shows 529,000. I have not driven it but have 1 hour idle time on it. K and N style air filter was plugged solid. Codes recorded were P 1693 0215 1689 0380 1899 1389 500 1682 0463. After clearing these non have returned yet. Data on Snap On Modis was bouncing around APP was reading 2000% at one time. Temps were erratic when I first started. I checked the other modules and data was reading ok. After it warmed up a little I went back to ecm and readings were ok. I have no fuse box cover but the fuse that was blown was 5 th from right on the top inside fuse box. Ecm on passenger side firewall appears to be original, it has update sticker on it from 99. This has had lots of wires added here and there and we have NO history, of course it belonged to one of you. Fuse is number 9

Is #9 connected to the starter relay? My starter wire was grounding out on the frame blowing the fuse... Simple fix... Let us know.

It actually goes to the PCM and fuel pump relay

yup and 0215 is the failure in fuel pump relay check.

1689 no coms between ECM and PCM
relay circuit not working causes that one

0380 #1 heater relay/solenoid failure

1899 park/neutral switch fail

1389 asd output either open or no voltage..

0500 speed sensor no signal

1682 charging system output voltage low

0463 fuel level sending unit volts too high- could be two causes depending on if it generated the lamp, either too high which just generates a code, or the fuel gauge sending unit circuit shorted to pcm voltage.

that could possibly have caused the blown fuse and relay. worst case is it blew the PCM too
