Is it possible to mount the headlights from the 03-04 to a 99?

Nope. Different body style. You can find clear headlights on eBay though. I think they have projectors & halo style ones available.

i just thought it might work with a little modification cause i've seen 01 powerjokes with 06 headlights and thought it might work with the dodges.

Ford hasn't really done much w/ their bodystyles in the last few years. Dodge & GM, on the other hand went through a complete body change a few years back.
