ISB 170 (4Cyl) cummins ECM/TCM

I'm in need of a source for a Cummins 4ISB 170/allison 1000 ECM and TCM. They have been robbed off of a vehicle and i need to replace them. Any direction on where to find a used one?

Plus what tuning is available for these things?
