Lower than (I think) normal boost

I was towing my samurai to Indiana last weekend and going up hills on 94 i had it pretty much pegged, and was only running around 15-17 psi...i haven't changed my fuel filter yet, gonna do that tomorrow...are there any other places where fuel can get restricted I should look for? thanks.

Oh also I didn't use the 1/8" nylon tubing that came with the boost gauge kit, I ended up using slightly bigger 3/16" tubing because those were the only 1/8" npt pipe fittings I could find...don't think that would give me an off reading but I'm not for sure...

This site; Turbocharger FAQ shows you that a '94 is wastegated at 18psi, so you're right on the money.
Now you can go with a boost elbow, or disconnect the wastegate line and get higher boost, but you have to watch egt's and don't go over 35 or so, with the stock turbo.
Of course you will need more fuel to get more boost.

Thanks for the site...a lot of info there...next on the list will be bigger injectors and messing with that wastegate...
