Idle adjusting Question?

My dad has a 97 cummins 5 speed and it only idles at about 400 RPM and I told him that is way to slow. I was wondering if you guys could tell me how to turn up the Idle on it and what it should be idling at. I think it should be at about 750. Thanks for any help.
