What is this?

This is on my buddys truck that he just bought, hes in cali and im In wisconsin so im not able to help him much. Could someone tell me what this plate is on the intake? I do notice that it has a remote oil filter, but I have no idea what this plate is.

If your buddy is going to jack up his hp he's going to hate the PrimeLoc.
They get in the way all the time and add much extra hassle to remove to get at the pump.
Everyone I know who had one has removed it and not even been able to sell for cheap.
I got one for free and put it on my lawn mower.

The PrimeLoc was popular among people who didn't want to learn how to change their stock fuel filter and thought it was too hard.

It does seem like it would get in the way. I know he eventually wants to get into adding some hp but thsnks for the advice.
