Finding when replacing head studs

I have been chasing down a blow-by issue for some time now. Only happens at high RPM (2000+). It started when I installed new exhaust valve springs and boost elbow. I was thinking that maybe I didn't torque the head bolts enough and some of the cylinder pressure was squeezing by, causing my issue. I also wanted to re-torque the bolts to 125ft/lbs.

So when I started taking the bolts out, most had oil on the bolt, not much on the exhaust side, some came out with a lot of sludge on them, then I removed 1 between #2&3 and #1&2 valve covers and it had water on it. I'm thinking blown Head gasket? anyone with any other insight would be great.
