Like the title says, the lights dim fan slows down. I don't understand it. Also the volt meter doesn't even kick up until the truck has run a minute or so. It pulses constantly at idle even after being warmed up.

Happens all the time. I would test your alternator, actually the voltage regulator.
Your state of charge of your batteries determines the rate of charge from the alternator. So if your voltages are changing like that I would suspect the VR. Plus if this has been happening for any length of time your batteries are probably toast too.
Check your battery terminals, make sure they are clean and everything looks good too.
First though I would pull one small wire off of each grid heater relay almost under the battery to make sure it isn't the grids pulling your voltage down. Ram Diesel Manifold Heater Problems
