Today I went to get the emissions done on my 98 12v It does not have a cat on it and not sure if it had one form the factory because someone changed out the exhaust. The Injector pump tamper proof screw is still there so the pump was not turned up and has a new air filter. It did not fail the test was stopped because it failed so bad I did not pay anything and did not count as a fail. ????? They did a snap test where they put a sniffer in there then step on the fuel pedal and measure the crap??? Well of coarse its gonna smoke its before the turbo kicks in. What should I do??? move my fuel plate all the way back and turn the smoke screw all the way back? My truck is fully stock as far as I know.
thats total BS, a stock truck has to pass. backing the smoke screw almost all the way out will limit the rack enough to reduce a ton of "snap" smoke. also if your injectors are worn ill smoke more too.
It's not stock if it's missing the cat. That alone would fail you here in NY. When they do the sniffer routine, they floor it several times first to clean out the soot before performing the test. The results are usually like 0.02% Opacity or something so small, limits are like 10% on a 98. Seems like it would take a bit of obvious smoke to fail a 98 like mine ?
Check with CT dmv website to make sure they actually know what they are doing. I'm not familiar with them, so can't say one way or the other.
For example in NY, upstate doesn't have emissions, but over 8,500gvw can be subject to a roadside check. I interpret that to mean don't blow smoke and be obnoxious and they'll probably leave you alone unless being checked for something else.
read your state emissions laws. texas all diesel before 2003 i think is exempt from all emissions. i only pay a 12 dollar saftey inspection, they only check all the lights. seatbelt and horn.

Diesel vehicles under 8,501 lbs. and 1996 and older will receive a dynamometer test if they operate in two-wheel drive and are non-traction controlled. A modified test will be used if the vehicle is four-wheel drive and has non-disengageable traction control.
These diesel tests use an opacity meter to measure the density of smoke from a vehicle's tailpipe. The darker the smoke, the more it is polluting and the higher its opacity reading will be"
OK here is an update. I went to a different garage and it failed, but at least it registered as a fail so I have 60 days. I however learned 2 things. 1) I need to get my eyes examined again because I could have sworn I saw the tamper proof screw. 2) someone must have changed out the plate. So now I got to find a stock plate and tune the star wheel. anyone have one I can have/buy????
To pass the snap test most people only need to turn the top of the starwheel towards the fender.
Turn it so far that it takes 30 seconds for you to get moving over 10 mph.
Truck will be a dog to drive until you finish the test.
The plate doesn't come into play with the snap test.
It may be stock. If your truck is stock, just turn it all the down like illflem said, then just crank it back up when you're through. It really isn't going to make a big effect if it isnt back EXACTLY where it was. If your truck is stock, go ahead and crank it up a little from where it was originally, it'll help you make power a little quicker.

Turn it back 15 clicks and see what that does.
When it turns into a dog that's plenty.
Remember how many clicks you went to turn it back after you pass.
Thats odd that you failed in the first place. Last year when I registered I 92' and it smoked out a emissions tester(saw it on camera was quite funny) but passed with flying colors... This year my 96 passed with no problem with the mods in my signature...
did you fail miserably? like were you a mile off from passing or close? If your close i would just do as ppl have said and adjust the pump.
Emissions testing in the state of connecticut is far from being a good setup. I've seen it all and you wouldnt beleive some of the junk that passes. I had a 94 caravan smoke the garage out it was burning so much oil and the thing still passed fine. It's basicly a joke. Hell the state doesnt even make a penny from the actual testing. They only instated the system because they would have lost a $400 million roadway grant if they didnt. Currently Agbar (the company that makes the equipment and software) makes $7.50 per test and the station makes $12.50 a test. Wonder why our state is in such debt?
I got a 60 out of 40. when I registered it the person before me pu 10k gvw, but I guess it goes by the vin. I did some more research tonight and found out it has a "banks style" plate in it. Looks almost Identical to that profile. It was in the middle of the slot so it wasn't that aggressive of a plate. the plate is made by J.R.E #2. on friday I will crank the star wheel to the firewall and try again.
I'm in RI. 2001 4X4 8800GVW. Safety inspection annually. I'm stock except for exhaust. Inspections are pretty costly, state has raised all the fees to pay for the roads they're not fixing. Ct roads are much better.
How would you expect to pass the inspection without the catalytic converter ? I would think that alone would be a show stopper. Seems the whole purpose of these BS inspections (I've had to do it since 2000) is to prevent modification of our trucks, not just a sniff test, but a physical inspection as well. Maybe the CT DMV Inspector could comment on this ?
Yes they are supposed to physically check for a catalitic converter (easily avoided by welding heat sheilds over the pipe). Im not a DMV inspector just an emissions inspector. Honestly a lot of guys in CT dont even bother to look under the car. I can help u guys a lot if your cars fail emissions and are 95' or older, 96' and newer cars are quite a bit harder to cheat the system.
Yea, I think they just burned up the 400 mill on I-84 in the same place they wasted hundered of millions before. The drainage sewers in waterbury dont go anywhere lol. The company that did it just put in like 15' of pipe and stopped there. Now it needs to all be redone.
Passed yesterday flying colors. I adjusted the star wheel all the way back and reduced it from 60 to 1.3. The stupid state of Connecticut charged me another 20 dollars though. I can't wait to leave this place.
I also find it easy to just tighten the star wheel and move the housing as far back as possible, it hardly has enough fuel to leave a stop sign, but this makes it easier to pass the snap test. Afterwards it gives me a clean slate to retune the pump.
Wow...3 year old thread....but I don't understand why it's being tested for emissions in the first place. Was there a big change between 97 and 98's? I'm in the Houston area (Harris County) and all that's required is a safety inspection on a 97 diesel and that's it.
