Slid my plate forward, confused on the governor contact on the plate

forgive my slowness, i was in a bad car accident 5 months ago and am still recovering and dont always understand instructions that well now a days.

I slid my fuel plate full forward on my 94 cummins. Part of the instructions from the tech area say that the governor lever must contact the fuel plate when the solenoid is on the "RUN" position. Now does this mean with just the solenoid on the RUN position, the governor lever should be contacting the fuel plate? or should it only contact it when the throttle linkage is moved. sorry if its a stupid question, its my first diesel and im still learning.

With the fuel solenoid in the run position and the throttle moved forward. The governor arm will move forward but it will not contact the plate.
