Emmissions?

SO i have just heard, researched and then confirmed rumors that in my state at least, as of january 1st, 2008, all OBD1 cars will not have to do emissions anymore to pass 2 year inspecions when emissions is tested. So seeing as the p7100 was used 94-98, and OBD2 went into full effect in 96, mean that 94-95 CTD's will not require emissions testing anymore? Even tho the same pump is used and no change to anything really significant? Im also aware that 97 is when OBD2 went into effect on the 12v from what i have read. so then 95/96 with the wastegated HX35 and OBD1 will be my best bet for buying? Ive been looking forever and i won't buy one until i find a ex-cab 5 speed SRW w/ under 150k. Color, interior, WB etc. don't matter. But im jsut thinking if i narrow down to a 95/96 model year, i wont have to worry about emissions so i can bomb the truck hard and not worry about not getting a sticker every other year.

I hope that made sense and someone can help me out on it.

Makes sense.
With a '94-'96 they won't be able to hook it up to their machine and very likely never will be able to.
Heck, it's extremely hard to find anyone who can read the older trucks even when you want to.
