Question Cruise control problem when empty

I have a 1996 2500 ram with an automatic tranny and 102000 miles. When pulling a 7 ton load the cruise works fine. When running empty the bugger surges when I set the cruise. Does it whether on slope going up or down and on the flat straight away. Local dealer told me the problem more than likely is a faulty TPS. It only cost 400-500 bucks for the part.
Does anyone out there have a better solution?

ck your vacuum line that runs to the cruise control unit under the battery some times the hard plastic line cracks where it attaches to the unit...kinda had the same problem
