1996 3500 trans problem

I have a 1996 3500 4x4 with a auto trans.
I drove it to town the other day and it drove good.
The next morn I get in it to run some errands and the trans will not go in overdrive or ( lockup ). Also the speedo and RPM gauges are not working. One more thing when I come to a stop and take back off it stays in 3rd, I can pull it down to 1st but it will only come down to 2nd gear.

PS I had to drive it today and it feels sluggish like no power.

So what,s up

could be the govener pressure sensor switch seen it a couple of times it cost me about 75.00 dollars and fluid to fix the problem
