rpm's hesitate on acceleration

Anybody know what could cause my rpms to just hesitate at around 1800 under light acceleration? From a dead stop accelerating everytime the tack gets around 1800rpm it stops accelerating for like a second or two, then keeps going again.

I would change out the fuel filter first,and see if it still dose it.Might of gotten some dirty fuel.
