Hey guys, I just had a Jasper "Running Complete" 12v engine installed in my truck a few weeks ago, and it seems to be lacking power and boost pressure. It's a 1997 Dodge Ram 2500, 5-speed, 4x4.
It runs smoothly, doesn't smoke, but only gets 10 psi of boost and it's a dog on even the smallest hills (3rd gear to maintain speed). I've felt around and couldn't detect any leaks in the induction system, and the mechanic said that he checked the wastegate for proper operation. From what I've read on the forums, I'm leaning towards a fuel issue, but all the components from the fuel lines forward were replaced with the engine. I dropped the fuel tank to replace the sending unit and didn't notice any algae in the bottom.

I had that problem in my truck. It turns out my fuel shut off Selinoid was not adjusted in the right position. (Was not pulling up enough) and not letting in all the fuel it should. it's a very easy adjustment. HOPE THIS HELPS!
There are a ton of small issues it could be. You say Running complete, but the title states rebuilt. My question comes down to the components. Was everything on the motor from the motor and do you know what was done tuning wise before the rebuild? Is everything bone stoke? Make sure your AFC is getting a boost reference and that it is functioning. Sounds like you have a lot of reading and searching to do. I do not see a fuel pressure gauge in the video, do you have one to reference from?
Just to add more info, It's a "Running Complete" engine. Basically, it's a bone stock, Jasper engine with a turbo and complete fuel system which was also installed at Jasper. According to the company literature, it was dyno'ed, which would imply that all adjustments were made at the company.
I don't have a fuel gauge handy unfortunately, all of my tools are at a job site several thousand miles away. Basically, I'm trying to find out if there are any common problems that might cause this before I shell out more money to have the mechanic tear into the fuel system.
I'll check into the AFC and Fuel shutoff valve tonight.
I'm a little leery myself, but like the mechanic said, "I'll rebuild your engine if you want me to, but I can't really provide a warrantee since you live on the other side of the U.S." My only real options were to either buy one new, or get a rebuild from a place that could provide a warrantee in 50 states.
Anyway, I checked the Fuel shutoff solenoid, and it's pulling the arm about 3/16th higher than what's called for in the manual. I'm still digging around for info on the AFC, the factory manual is fairly brief on the subject.
That sucks, but it is anyones guess without all the info or the truck in front of you. With only 10PSI I have to question a boost leak but if you cannot identify one that is tough.
Waste gate actuator is probably set too low.. my motor after rebuild would only get like 6 psi of boost under load. .
