Fuel Shotoff Solenoid Relay Wiring Question

Everyone...Thanks for the help in our other 2 post. Still tracing the issue with our fuel shutoff. The FSS, relay, and 20 amp blue fuse are all ok. Someone helped me troubleshoot it this morning. Using a probe, it appears that the red wire with a brown tracer on the ignition/batter side of the relay is losing voltage when we turn the key to start. The voltage goes to zero then we could put 12 volts to it direct from the battery, the FSS/relay would operate and the truck would start. I might splice a wire onto the battery side of the relay and go direct to the battery (with a fuse) but first, a couple of questions:

1. Where does the red/brown tracer wire go on the batter side of the relay? Driver side harness? Passenger side? Tried to follow by opening the harness in a few areas but couldn't tell. What are a few logical connections to check?
2. OK to bypass? Any harm?

The blue fusible link is a wire that attaches to the positive battery post on the drivers side. It is not a fuse that plugs into a fuse box.
