starting issues with a 94 12v

I am trying to purchase a 94 12v automatic regular cab. It has been sitting for a couple months now and when i try to start it it turns over really slow and all the lights dim to the point where they are out. Would it be the starter? cause it has two brand new batteries already. thanks

Did you buy new batteries or were they in the truck?

1997 ram 2500 auto 4x4 ex cab long bed 4.10 gears . stock /bone stock.. 200k on it kdp tabbed! Glowshift 3-n-1 i like it for now....

Have batteries load tested. First, Make sure the posts , terminals and all the hardware is nice and clean and tight.

the batteries were just put in brand new by the owners brother and the terminals look pretty clean.

Check the other end of the battery cables as well.
