If you remove the dash plate under the steering wheel it gives you access to all the wiring going into the firewall. You should start with the fuse and relay box on the fender and check the grounds

If it only happens when it rains I doubt the problem is under the dash. I'd start looking for a connector to one of the running or tail lights that's not plugged all the way together. Common problem is a trailer jack packed full of dirt that shorts out when it gets wet.

does it only happen when it rains or every night you turn the lights on? first instinct should be to check your plugs. there are 2 under the cab on the drivers side going back to the tail lights, and of course your plugs on the front part of the fender pluging into a mounted unit.
