Headlight high beam ???

When I turn on the high beams should the low beam filament be on or off ? Right now the low beam filament turns off when the high beam filament is on , it seems to me that both HI & LO should be on when the bright light are on . If both should be on how would I fix the problem is there a relay or something ?

Nothing is wrong.
They don't both come at the same time unless you modify them to do otherwise.
Some people do the mod with a simple relay hook up.

Yea it's normal. Crapy enginering and design if ya ask me. I upgraded my lights with a Bright Box. It keeps the low beams on when you turn on the high beams. I have one on my 2008 and it really made a diffrence!

$119 for a Bright Box!!!
You can do the same thing with a $10 relay and a couple of crimp connectors.

Figure out which wires are hi and low behind your drivers side headlight with a meter or test light.
Tap (tee) into each wire with a new wire, a Scotch-Loc connector works great.
Connect the hi wire to the trigger side (pin 85 on most relays).
Connect the low to switched side of the relay (pin 87).
Put 12+ on the other switched side of the relay (pin 87A). Use a inline 20 amp fuse and grab the power from the driver's side battery terminal.
Ground the other trigger terminal (pin 86).
Relay can be attached to the front side of the battery box.
You're done, beauty of this modification is if anything goes wrong if reverts back to the normal set up.
