03 cummins runs horribly rough

Hey guys....just got done with a head gasket replacement. Put everything back together, set valve lash according to manual, and fired the truck up to have it run like crap. Its not the fuel pressure sensor, regulator, map, or fca. I just put a new cp3 into it and it still acts the same. No smoke, just runs rough at idle and almosts like a misfire or off timing when accelerated. I have 18 psi constant from my fuel pump. I don't know what else to check. Truck has been down for a while. Any help is appreciated. Thanks.

forgot to mention all injectors were tested and were good. Just drained the whole fuel tank and changed it out just in case, still runs the same. No codes.

then if it not electrial then I would start by rechecking the connector tube torque and make sure the injector harness are in the right spot.
