'99 wont start and surging

Can anyone shoot me some info. Searched tons of other forums and no straight answers. Truck will crank but not start. I leave the key on for a few sec and tap the gas peddle, starts!? Also surges time to time at about 2 grand. Almost feels like it is going to die out. First time cummins owner.

Try this. Turn the key on and bump the starter and leave the key on. You should hear the lift pump run for about 30 seconds. Once it shuts off, try to start the truck. You could be losing prime or your injection pump has entered into the "hard to start" phase of failing. Do you have a fuel pressure guage? I'd get that checked ASAP. If you don't have fuel pressure, you soon won't have an injection pump.

Surging at 2,000 could be the APPS. It will normally leave a code.

I would try to crack the line on the injection pump itself, right from the fuel filter. Bump the starter, that will run the lift pump, while the pump is running, hurry up to the line and just crack it to see if there's fuel there. It's a banjo fitting and use an 11/16" wrench. If the pump don't run or you don't get fuel, bad lift pump, I'm not sure if yours is on the engine block or in the tank but you should be able to hear it either way. And another thing clean the batteries. May sound silly but I've done that to a lot of these trucks and it works a lot of the time. I would do that first.

Havent had time to try any of these tricks, but ran the codes and got P0336 and P0216.
Any suggestions on fixing these? Are they whats causing my issues?
