03 ram 3500 not reving past 2000rpm

I'm trying to help my brother trouble shoot his truck. It's a 2003 ram 3500 and lately it isn't reving past 2000 rpm. He's taken out the cat and muffler and has a edge chip on it but no other modifications have been done. I've browsed through the threads and it sounds like it could be his lift pump or fuel pump. Is there any other things that could be causing this problem? He described the problem as the truck revs up to around 2000 rpm and seems like it hits a wall and just stops. Almost like a rev limiter. Any help is greatly appreciated.

have you replaced fuel filter

I think he replaced the fuel filter about a year ago.
