If corrosion is present on the cable between clamp and insulation your not going to get enough amperage to the starter. The only thing to do with corroded cables is replace them.

The clamps can be cleaned with a wire brush. Auto parts stores have post and clamp cleaning brushes for this purpose.

Also check the groud cables (both batts) at the engine block. Make sure they are clean and tight.

Loose and corroded clamps and cables will give you this type of intermitten problem.

On your 95 if you get an intermittent ground at the starter solenoid (down on the starter) from excessive carbon on the secondary contact it is possible to have the cruise control button pressing close the ground enough to make the circuit. Not a good idea as it will burn up your internal body wiring harness.

Given your symptoms, I would check the starter contacts, the fusible links under the PDC, and the ground cables from the body to the engine and from the frame to the engine.
