three lights flashing when flasher on?

I turn on my flasher and three lights flash but passenger side front light won't.
but the turn signal flashes
any help out there

flasher relay wiring? sending out power but lost somewhere in the loom?

Either that or a new flasher relay...would be my guess...use a digital multi-meter at the relay then at the light. Check Resistance and voltage.
