A HX35 would help in towing if you have the fuel turned up some. If it has a 21cm housing like you think it is. I would drop it to a 18.5 or a 16 if you can find one cheap. The 18.5's you can find used pretty often. There are a lot of guy's on this site that probably has them laying around the garage. Swap the housing first and see how you like it before doing a turbo swap. A HX35 is a minor upgrade on turbo.

I have the chance to pick up a hx35 with a 12cm turbine housing for cheap, would this be a good upgrade for my truck? and i'd have to make an intake horn? Thanks

Your 89 has the baby H1C. A HX35 would help it. Like you said you would need to mfg a intake cross over. Your an auto truck. I wouldn't go down to a 12cm myself. Another on you might keep an eye out for on ebay is a H1E with a 16cm T3 flange with the boot connection instead of the flange connection. It would be almost a bolt on. Here is an example. This one has a big exhaust housing. Its eather a 18 or a 20cm. He didn't show a pic of the flange. But it looks like a T4 flange. He said he bought it to put on a Dodge and I bet he got one with the wrong flange. Thats why he doesn't show it in the pic's. It does have the same connection as your baby H1C. You have an auto. So lag isn't as big of a problem as a stick. If your making 25 PSI or more on boost with the H1C. Then you will be able to spin a H1E or a HX40. Just get the 16cm housing on it.
