I am a Police Officer, in New Jersey, and you should
NOT have gotten a ticket. The
State of New Jersey Administrative Code 13 states exactly, word for word, what page 73 of the pdf file that harvey4804 posted.
The page that I have does not list a specific statute number in the Administrative Code but list at the bottom "Should you have further questions, please contact us again at 1-888-NJ-MOTOR.
Sorry about your ticket, I know the inspection ones are not cheap, obviously was written by a young and/or none knowledgeable officer.
