I got the same letter/offer ($500) for my 2004 Mustang Mach1. When asked they told me it was routine, but they had to make compensations to their testing for the factory ram air induction on the car. I told them I would not consent to be part of what I consider to be Fascist oversight.
In short, it looks like they are preparing tests for the diesels as well.
