Unhappy Air Leak in fuel system!!!

I've got a '94 4X4 12V truck that after sitting for a while has a tendency to not want to start...
Acts Kinda like after a fuel filter change: have to hold it down until it starts, then let off (lots of air)....
I have noticed a little bit of fuel at the bottom of the WIF (water in fuel) sensor and am looking for something to cram in that hole.
Question: is there a filter replacement that doesn't have the hole for the WIF?
I'd like to eliminate the thing if possible.
Also, unless I keep the tank pretty full, it does the same thing, but worse after sitting overnight. I have replaced the flex line from the lift pump to the hard lines on the frame rail and deleted the fuel heater. I am suspecting the lines at the tank, so I am thinking about dropping the tank and replacing those with some regular stuff.... Thanks!
