This info is out of the TSB 18-001-09 dated Jan21 '09:

"DTC P0513 - Invalid Skim Key may set during a quick restart using Remote Start
feature (if equipped)."

It will also set if you shut down and try to restart too quickly. I've had it come up on mine recently. I had a MIL come on, and shut it back down to cycle the key for the codes. Apparently I didn't wait long enough before cycling the key. It will also come up sometimes when you do more than one key cycle too quickly.. I missed it on the first try, turned the key back off and tried the cycle again. After a few normal starts, the P0513 code goes away.
