Where'd the money go?

I work for the schools here. Part of your statement is accurate. New atheletic fields are coming in with artificial grass sometimes. Jury is out as to their effectiveness. They sizzle in the hot sun. Athletes have always drawn in a paying crowd. The nerds go on to better the world in a way that doesn't raise funds for the schools. As far as books go,you should have seen how many books went in the trash this year. The new age teachers and upper level management insist on new books each year in many instances. The schools need structure, discipline and accountability. That's coming from a twenty-seven year vet.

According to the letterhead, this is a private LLC (limited liability corporation) paying for test vehicles, not the State of California. They could be directly contracted by the state, or, they are probably working to develop the test and/or test equipment they will try to sell to the state. If you read:

44011. (a) All motor vehicles powered by internal combustion
engines that are registered within an area designated for program
coverage shall be required biennially to obtain a certificate of
compliance or noncompliance, except for the following:

(B) All diesel-powered vehicles that have a gross vehicle weight
rating of 8,501 to 10,000 pounds, inclusive, until the department, in
consultation with the state board, pursuant to Section 44012,
implements test procedures applicable to these vehicles.

So this outfit is just working to get those tests validated to close that loophole. Plus, I suspect the state is using federal funds given to them by the EPA for just this purpose.

Just like every other law/policy written within the last 20-30 years, they make it so confusing that they can basically do whatever they want unless you have tens of thousands of dollars to pay a lawyer to decipher it for you, and if you got that kind of $$ you could care less about losing a few MPG anyway...

Guess what guys, this has been going on in Northern Nevada and southern Nevada for years. IT is crap too!! We have to take the trucks to a special diesel shop and have it put on the Dyno to load it up to check them and they charge s close to double for our trouble. Then, we have to go to a DMV to register it because it doesn't go in electronically!!
I died find out that I have a 10100# truck so no smog for me!! The limit here is 10001
