to lift or not to lift or just level

1995 4x4 2500 reg cab
my front end sits about 3.5" lower than the back is this normal.
I purchased and installed a 3" leveling kit "coil spacers only"
I was not really pleased with how they fit so i took them right back out.
any way i have leaky socks and a worn trackbar.
i would be happy with just the truck being level.
but i would not be opposed to a 3 or 5" lift either.
Should i buy a set of 3" front coils and a set of shocks and call it a day. will the front then set to high???
do i need a drop pitman track bar bracket and longer control arms.
should i buy a entire kit 3 or 5 "
thanks in advance
truck is a daily driver with minimal off roading and does some plowing with a 8.5' vee plow
