PO 148 code issues

Posting from my cell so please bare with me. I was hauling a piece of equipment this morning and upon approaching a long steep grade my check engine light came on. Truck was low on power which caused it to downshift half way up the grade. Previously it would climb the grade in OD at 70mph with the same trailer/equipment. Turbo did not sound the same either so I pulled over to check intercoller piping, everything was fine. I cycled the key and came up with code po 148. The truck has 84k miles, intake, exhaust, new injectors with 50hp tips (not remans), and stock tuning with no programmer, chip ect. I did a search and it seemed to come up with FICA and lift pump failures? Truck starts ands revs up fine. Any suggestions? Thank you. I'm about 100 miles from my house and hoping to make it back without a tow.

I found a line leaking on my 2 micron filter kit coming from the factory fuel filter bowl. Hose slid off the push lock fitting (or I never pushed the hose on the fitting far enough from the beggining). Cleared the code and it has not came on since. If it comes back i'll update the thread.

The code came back, cleared it again and it came right back. Any ideas? I unplugged the FCA and the truck ran rough, plugged it back in and it took about 20 seconds for it to run correctly again. Also disconnected the feed line to the CP3 and measured 600ML in 10 seconds (Lift pump good?). And ideas? I appreciate any input. Thank you.
