Power Service Clear Diesel

I pulled into a rest area up next to this fancy big rig car hauler with Power Service in huge letters. I talk to the driver and find out Power Service runs a diesel powered funny car. So, of course I ask if he hands out PS samples. He says he is out of Diesel Kleen but give me 2 big jugs of Clear Diesel.
The label reads that it disperses water and fuel contaminates, cleans fuel systems, helps keep filters clean. Seems to me that if you had crap in your tank it would be better on the bottom of the tank and not dispersed thru the fuel.
Any body ever use this stuff? Why? I would have much rather had 2 free jugs of Kleen.

I think the clear diesel is for keeping storage tanks clean.
